Conservation strategy and action plan of the Javan leopard _(Panthera pardus melas_) 2016-2026

The development of this document is based on a global initiative to save the remaining endangered animals in Java. Specifically, this document puts forward the management of the Javan leopard conservation programme to achieve the goals of Javan leopard conservation and the improvement of the forest ecosystem of Java Island. Based on the discussion during the drafting process of this Leopard Conservation Strategy and Action Plan document, there are 6 conditions that are expected to be achieved within the next 10 years (2015-2025), namely: 1. Population Management of the Javan Leopard in Nature Knowledge of population status and distribution is essential in making policy and management planning for Javan leopard conservation. It is expected that the population and distribution of the Javan leopard can be known and can be a consideration and reference for stakeholders in carrying out development activities, so that the Javan leopard population can be maintained. 2. Javan Leopard Habitat Management Leopard habitats both inside and outside conservation areas throughout Java can be maintained, through the protection of priority habitats with a landscape approach and support from stakeholders both at regional and national levels. 3. Capacity Building of the Ministry of Environment and Forestry and Partners in Monitoring and Evaluation of Javan Leopard Conservation Efforts. Javan Leopard Conservation Efforts It is expected that the infrastructure and capacity building of the Ministry of Environment and Forestry in monitoring and evaluation of Javan leopard conservation efforts will be supported by various parties. Protocols and guidelines that have been prepared as much as possible can be applied at the field level by various parties involved in leopard conservation efforts. To maximise this, training is needed to increase the capacity of staff of the Ministry of Environment and Forestry and its partners. In addition, law enforcement efforts and the application of sanctions against perpetrators of leopard poaching and illegal trade can be effectively implemented. 4. Javan Leopard Ex-Situ Conservation Programme Ex-situ Javan leopard populations play an important role in supporting in situ conservation in their natural habitat. Ex situ and in situ conservation efforts must run simultaneously and support each other. Therefore, it is important to build integration of ex situ and in situ conservation programmes through enhancing the role of ex situ conservation institutions, among others in terms of facilitating education, research and workshops to support in situ conservation, as well as in conflict management and habitat security. 5. Provision of Data and Information Media on the Javan Leopard The availability of complete data and information is expected to increase knowledge and awareness of various parties about the importance of Javan leopard conservation efforts. Publication and socialisation of Javan leopard research results in the form of reports, journals, popular information, brochures, posters, websites and social networking sites, as well as the development of internet-based databases (websites) are required. 6. Funding for Javan Leopard Conservation The availability of sustainable funding is necessary to ensure the sustainability of the sustainability of the Javan leopard population and its habitat. Funding is used to effectively implement the strategy and action plan for Javan leopard conservation. The development of sustainable funding needs to be built through an inter-institutional cooperation mechanism that can access funds provided by donors, the private sector and other institutions in accordance with applicable laws and regulations in Indonesia. This programme is expected to make a real contribution to the conservation of the Javan leopard and can contribute to the overall initiatives that have been carried out by many parties. Therefore, synchronisation, coordination and integration of field action programmes with other programmes are key to the success of the Javan leopard SRAK in the future.
