A conservation strategy or recovery plan based on viable populations for a taxon like the Florida panther should: (1) Expand the population numbers (100's to 1000's) and in range to provide multiple populations of 50-100 each, all managed as a metapopulation. (2) Develop a vigorous program of captive propagation to reinforce the wild populations. (3) Intervene in wild populations to ameliorate genetic, demographic, and environmental problems. (4) Conduct an extensive and continuing population viability analysis as situations change, knowledge increases, and science advances.
