The Fish and Wildlife Service (Service) Rhino/Tiger Plan (Plan), approved by Interior Secretary Babbitt in July 1994, has as its goal aiding the conservation of tigers and rhinos in the wild by reducing the sale and consumption of medicinal products labelled as containing tiger or rhinoceros parts. That Plan had three components: 1. law enforcement; 2. legislation; 3. education.
