Dyer, T.
Private lands - Role in ecosystems protection and management
1994  Conference Proceeding

The issues facing us and our continued conservation efforts are not those of an owner's desire to continue private recourse management. They are the conflicts inherent when you own large land holdings in the twelfth largest MSA in the market, and the public's need for siting public projects and delivering potable water supplies is in direct conflict with our stewardship and conservation goals. We're in a twelve year litigation with Florida Power Corporation who's attempting to site a 500 KV transmission line six miles by 190 feet directly through the center of our property. We're facing two D.O.T. road expansions, and last May have received notice from D.O.T. of a new Highway 54 to connect 1-75 with Highway 301 through our property, four miles by 900 feet, commonly referred to as a six lane median strip rural service highway. I'm still trying to figure that one out. Interestingly, the determination of need that went to the Federal Highway Administration for a FONSI, or a finding of no significant impact, was based upon, and it is presumed that the continued conversion of open space and agricultural lands in Pasco County is presumed to continue to serve the growth of that county.
