Cambodia Tiger Conservation Project Community Wildlife Ranger Program; Program Report 2001-2002

Our 2001-2002 grant proposal to the Save the Tiger Fund, "Community-based Monitoring and Conservation of Tigers in Cambodia's Most Important Tiger Conservation Units", had three primary objectives: 1) A reduction in tiger poaching and trade. 2) Increased awareness among rural Cambodians of the importance of wildlife conservation. 3) Development of a community-based monitoring system to gather biological data to improve government management of tiger populations. Our 2002-2003 grant proposal to STF and the US Fish and Wildlife Service, "Community-based Monitoring and Protection of Endangered species in Cambodia's Largest Wildlife Areas", with slightly different wording and emphasis, had the same three basic objectives: 1) Strengthen government capacity to enforce the new wildlife legislation currently in preparation by incorporating local police into the community wildlife ranger program. 2) Increase awareness of the importance of endangered species conservation within the communities in our program areas by continuing to hold village conservation workshops that introduce the concepts of conservation and show that government takes this seriously. 3) Strengthen government capacity to monitor and manage tiger and elephant populations through continuation of the third year of the community wildlife ranger network, and additional training in field survey and data analysis techniques. The two grants cover the continuation of a single ongoing program rather than two separate projects. This report is therefore organized to cover a single set of objectives over time for both grant periods. The primary evolution of the 2002-2003 grants was the addition of a formal law enforcement capability implemented through local police.
