The institutional framework of tiger conservation: a role for CMS?

The tiger (_Panthera tigris_) is listed as 'endangered' on the IUCN Red List and several tiger subspecies are listed as 'critically endangered' (IUCN Red List, 2010). There are currently only 3,200 to 3,500 wild tigers and numbers are drastically declining (Corlett, 2007; IUCN, 2010; Damania et al., 2008; Lynam, 2006). Numbers of wild tigers declined from over 100,000 to below 4,000 within the last century (Damania et al., 2008). Tiger habitat has been reduced to only 7 % of their former range and are generally mere fragmented patches of land. Various initiatives have been launched to conserve the species and many tiger conservation efforts have been undertaken, both on national levels and at an international scale (IUCN Red List, 2010). Legal instruments have been put in place both on a national and an international scale (Damania et al., 2008). This study addresses the question whether it is of added value to develop new policy instruments considering the current initiatives and international agreements that have been made to protect the tiger. It particularly addresses whether an instrument under the Convention on Migratory Species (CMS) is of added value since the preparation of the 1st edition of this document had been requested by the Secretariat of CMS.
